This is not only wrong morally wrong but it's actually illegal. I suggest that you look into copyrighting the work on iCity to protect your IP. If the other guy does it before you do, you've nothing to prove that iCity's content is the original one. You might also wanna monitor what IP is SmartBuy using. Look for signs if they are using automated programs to 'rip' content. If you see any signs of this (e.g. frequent page visits by SmartBuy's IP), then you can ask the service provider to block that IP.
